Our verdict

Phillips 66's Scope 1 and 2 emissions rose about 13% between 2019 and 2024, to 40.2 Mt, while its targets cover only intensity. Its use-of-products Scope 3 is 365 Mt, and it reports no self-generated renewable energy; its one solar site at Rodeo is owned by NextEra. It paid an $8 million penalty under a January 2026 deferred prosecution agreement (not a conviction) over Clean Water Act charges, and LobbyMap grades it D- for its role in groups opposing US climate policy.

Phillips 66 scores 17/100 (Significant gaps) on SINK's independent climate assessment, scored from public data only. Scores are free. Nobody can pay to change a score, speed it up or hide it. Last verified October 2026.

That places Phillips 66 joint 1004th of 1,023 companies scored, and joint 13th of 18 in Oil & Gas.
